Anti-Abuse Policy
Tabayyanu: Journal of Islamic Law is committed to maintaining the integrity, transparency, fairness, and credibility of the scholarly publishing process. The journal does not tolerate any form of abuse, manipulation, fraudulent activity, or unethical conduct that may compromise the quality and integrity of academic publication.
This Anti-Abuse Policy applies to all parties involved in the publication process, including authors, editors, reviewers, editorial board members, and other individuals participating in the journal's scholarly activities.
1. Forms of Abuse and Misconduct
Tabayyanu: Journal of Islamic Law considers the following practices as forms of abuse or publication misconduct:

Plagiarism and self-plagiarism, including the use of another person's ideas, words, data, or work without appropriate acknowledgment, as well as substantial reuse of an author's previously published work without proper disclosure.

Fabrication and falsification of data, including inventing research data, manipulating research findings, or presenting information in a misleading manner.

Duplicate or simultaneous submission, including submitting the same manuscript to more than one journal at the same time without proper disclosure.

Manipulation of the peer-review process, including providing false reviewer identities, attempting to influence reviewers improperly, interfering with the review process, or using fabricated reviewer recommendations.

Identity or affiliation fraud, including providing false information concerning an author's identity, institutional affiliation, academic credentials, or contribution to the manuscript.

Citation manipulation, including excessive, irrelevant, or coercive citation practices intended primarily to increase citation counts or artificially influence journal metrics.

Authorship abuse, including guest authorship, ghost authorship, honorary authorship, inappropriate changes to authorship, or claiming authorship without a substantial contribution.

Undisclosed conflicts of interest, particularly when such conflicts may influence the research, review, editorial decision, or interpretation of findings.

Misuse of editorial or reviewer privileges, including using confidential manuscript information for personal, professional, or academic advantage.

Harassment, intimidation, or abusive communication directed toward authors, reviewers, editors, or other individuals involved in the publication process.

Manipulation of journal systems or publication procedures, including attempts to circumvent editorial policies, peer-review requirements, publication ethics procedures, or other safeguards established by the journal.
2. Prevention and Detection
Tabayyanu: Journal of Islamic Law takes reasonable measures to prevent and identify publication abuse and misconduct. These measures may include manuscript screening, plagiarism checking, verification of author and reviewer information, editorial assessment, peer review, examination of suspicious citations or references, and communication with authors, reviewers, or relevant institutions when necessary.
The journal may use appropriate technological tools and editorial procedures to assist in identifying potential misconduct. However, the final assessment of an alleged violation remains subject to editorial evaluation and, where appropriate, further investigation.
3. Reporting Suspected Abuse
Any author, reviewer, editor, reader, or other concerned party who identifies suspected abuse or publication misconduct may report the matter to the Editorial Office of Tabayyanu: Journal of Islamic Law.
Reports should provide sufficient information and, where possible, supporting evidence that enables the Editorial Office to assess the allegation.
The journal encourages reports to be made in good faith. Reports submitted solely to harass, intimidate, damage the reputation of another person, or improperly influence an editorial decision may themselves be considered inappropriate conduct.
4. Investigation Procedure
Upon receiving a credible allegation, the Editorial Office will conduct a preliminary assessment to determine whether the matter falls within the scope of this policy.
Depending on the nature and seriousness of the allegation, the journal may:

request an explanation or clarification from the relevant party;

request supporting documents or evidence;
-
consult members of the editorial board or independent experts;
-
contact the author's affiliated institution or other relevant organizations when necessary;

suspend the editorial or publication process while an investigation is conducted; or
-
take other appropriate measures consistent with publication ethics principles.
The journal will seek to conduct investigations fairly, objectively, and confidentially.
5. Editorial Actions
If misconduct or abuse is established, the Editorial Office may take one or more appropriate actions depending on the seriousness of the violation. Such actions may include:

rejection of a submitted manuscript;

withdrawal of a manuscript from the publication process;
-
correction or retraction of a published article;
-
notification to the relevant institution or authority;
-
restriction or termination of future submissions or participation in the journal's editorial process; or
-
other measures considered appropriate under applicable publication ethics standards.
The action taken will be proportionate to the nature and severity of the misconduct.
6. Protection of Confidentiality
Tabayyanu: Journal of Islamic Law will make reasonable efforts to protect the confidentiality of individuals involved in an investigation. Information concerning allegations and investigations will only be disclosed to parties who have a legitimate need to know, subject to applicable ethical and legal considerations.
The journal will also seek to protect authors, reviewers, editors, and complainants from retaliation or inappropriate disclosure when they participate in good-faith reporting or investigation.
7. False or Malicious Allegations
The journal recognizes that allegations of misconduct can have serious consequences. Therefore, allegations should be submitted responsibly and supported by credible information where available.
Deliberately false, fabricated, or malicious allegations intended to harm an individual or manipulate the editorial process may be treated as a form of misconduct.
8. Editorial Independence
Decisions concerning suspected abuse or publication misconduct will be made independently of commercial, personal, institutional, or other inappropriate interests.
No author, reviewer, editor, sponsor, or external party may improperly influence the journal's investigation or editorial decision.
9. Ethical Framework
This Anti-Abuse Policy is implemented as part of the journal's broader commitment to responsible scholarly publishing, research integrity, transparency, accountability, and fairness.
Tabayyanu: Journal of Islamic Law may refer to recognized international publication-ethics principles and relevant institutional or professional standards when dealing with cases of suspected misconduct.
10. Further Procedure for the Editorial Office
When a suspected case of abuse or misconduct is reported, the Editorial Office should follow these general procedures:

Receive and record the allegation.

Conduct an initial assessment of the allegation and available evidence.

Determine whether further investigation is necessary.
-
Request clarification or evidence from the relevant parties where appropriate.

Consult the Editor-in-Chief, editorial board members, or independent experts when necessary.

Contact the relevant institution or authority in serious or unresolved cases when appropriate.
-
Make a documented editorial decision based on the available evidence.
-
Implement appropriate corrective or disciplinary action.
-
Maintain confidential records of the case and decision.
-
Communicate the final decision and any necessary follow-up action to the relevant parties.
